Sri Lanka and Paraguay have established diplomatic relations at ambassadorial level, guided by the principles and purposes of the Charter of the United Nations and the Vienna Convention on Diplomatic Relations of April 1961, and by the mutual desire to strengthen the existing friendly relations between the two States in political, economic, commercial, cultural and other fields. The Joint Communiqué to this effect was signed on 03rd April 2009 by the Permanent Representatives of Sri Lanka and Paraguay to the United Nations in New York.

The decision to establish diplomatic relations between the two countries has been, based on the norms of the Charter of the United Nations and international law, particularly equality among States, respect for the independence, national sovereignty, territorial integrity, and non-interference in the internal affairs of States.

The Permanent Representatives of Sri Lanka and have transmitted the Joint Communiqués in English and Spanish, which they have signed on behalf of the respective Governments, to the Secretary General of the UN, Ban Ki-Moon, to be transmitted to all Permanent and Permanent Observer Missions to the UN.
