President Mahinda Rajapaksa has reiterated his Government’s consistent stand in preventing collateral damage being caused to civilians in the final phase of the current military operations to defeat terrorism in the country. He made this observation during a courtesy call on him by the Minister of Foreign Affairs of Nepal, Upendra Yadav in Colombo today (26 February 2009). Responding to a query as to the expected time-frame for the present military conflict to end, the President explained that the security forces are adopting a cautious approach in pursuing their operations against the terrorists in order to avoid causing civilian casualties. The visiting Foreign Minister is in Sri Lanka to attend the 31st Session of the SAARC Council of Ministers which will be inaugurated tomorrow (27 February 2009) by President Rajapaksa. |

35th Session of the SAARC Programming Committee Meeting began today (23rd February) and the meeting chaired by Additional Secretary Foreign Affairs Mr. Prasad Kariyawasam. This meeting will be concluded tomorrow (24th February). |

The UN Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, Sir John Holmes has urged the LTTE to permit civilians who are being held hostage by the LTTE in the Mullaitivu district to be freed immediately, so that they could come into the cleared areas. He made this call at a joint media briefing at the Ministry of Foreign Affairs yesterday (19 February 2009) following wide-ranging talks with Foreign Minister Rohitha Bogollagama.

In view of the rapidly unfolding situation in the North, the Foreign Minister Rohitha Bogollagama met with the Head of the International Committee for Red Cross (ICRC) Mr. Paul Castella in order to discuss the present situation in the conflict zone and to exchange views on the difficulties encountered by the ICRC so that both sides could explore ways and means of jointly addressing the issues at hand. The Foreign Secretary Palitha Kohona and Senior Officials of the Foreign Ministry were associated with the discussion. |

President Mahinda Rajapaksa in a Message to the first ever Conference of SAARC Ministers of Parliamentary Affairs which was inaugurated this morning at the Hilton Hotel in Colombo hailed Democratic Governance as the best path for the progress of our people. The Message of the President was delivered by Secretary to the President Lalith Weeratunga. Stating that it is significant today that all countries of the SAARC region are democracies that believe in the principles of representative government, the President expressed that Sri Lanka has a long tradition of democracy, especially universal franchise, which goes back to the colonial period, and has a history of having the oldest elective democracy in Asia, which was established in 1931, with elections to the then State Council. |

The SAARC Council of Ministers represented by the Foreign Ministers of SAARC Member States will meet in Colombo on 27-28 February for its Inter-Summit Session. The Council of Ministers meeting will be preceded by Meetings of the SAARC Programming Committee represented by Senior Officials and the SAARC Standing Committee represented by the Foreign Secretaries of respective SAARC Member States on 23-24 February and 25-26 February respectively.

President Mahinda Rajapaksa has requested the UN Secretary-General Ban Ki-moon to arrange a visit to Sri Lanka by one of his colleagues with a view to familiarize himself with the initiatives undertaken by the Government of Sri Lanka to address the humanitarian needs of civilians and IDPs held hostage by the LTTE in the North of Sri Lanka.

In Sinhala The Government of Sri Lanka appreciates the U.S. Government’s decision to designate the ‘Tamil Foundation’ as an organization extending support to L.T.T.E terrorism and to freeze all its U.S. assets. This decision also prohibits U.S. persons from engaging in any transactions with the Tamil Foundation. The U.S. authorities have charged that the L.T.T.E uses charitable organizations such as the Tamil Foundation to raise funds to support its terror campaign. The U.S. Treasury which maintains vigilance on the financial dealings of terrorist organizations has vowed to aggressively target attempts by terrorists to use charities and other front organizations to propagate terrorism against innocent civilians. |

National Day of Sri Lanka this year was celebrated in a festive atmosphere in New York on 8 February 2009 at a ceremony which saw a large gathering of Sri-Lankan-Americans in the Tri-state area of New York, New Jersey and Connecticut. The celebration held this year was organized jointly by the Permanent Mission of Sri Lanka to the UN and the Sri Lankan-American community, depicting the rich diversity of Sri Lankan culture in song and dance representing all communities. Those gathered observed two minutes silence to remember all those who have sacrificed their lives to protect Sri Lanka and all those who have been victims of the conflict. The Buddhist, Hindu, Christian and Islamic religious dignitaries blessed the occasion.

President Mahinda Rajapaksa today told the UN Secretary General Ban ki-moon that the current military operations to defeat terrorism in Sri Lanka would be carried out without harassment to the civilian population in the north. This assurance was given when the UN Secretary General, who was in New Delhi, had a telephone conversation with President Rajapaksa, at President’s House in Kandy earlier this evening, on the situation in Sri Lanka. |
